North Korea's Intermediate-Range Missile Launch Fails

South Korea and the United States are considering the option of rotational stationary deployment of USA strategic military assets such as nuclear-capable bombers, aircrafts, and submarines in South Korea or nearby as part of joint efforts to reinforce deterrence against increasing North Korean nuclear threat.

A total of 300,000 leaflets - along with 2,000 one-dollar bills created to encourage people to pick them up - were floated over the heavily militarised border in packages attached to large helium balloons.

The South Korea defense minister stressed that North Korea "has been advancing its nuclear missile capabilities, publicly threatening the ROK and the USA, as well as the global community as a whole".

North Korea on Thursday conducted what appeared to be a failed test - its second in a week - of a powerful medium-range missile that experts warn could be deployed as early as next year.

North Korea has been hit by five sets of United Nations sanctions since it first tested a nuclear device in 2006.

The U.S. seems interested in a more flexible approach with regard to its military assets. Sitting down with South Korea's defense minister Han Min-koo, U.S. Secretary of Defense Ashton Carter said the U.S. will use the full spectrum of its defense capabilities to defend South Korea.

Minister of National Defense Han said in a joint press briefing after the meeting that he and Carter "discussed various measures to promote effective execution capabilities of extended deterrence measures on the Korean Peninsula" to respond to Pyongyang's escalating nuclear and missile threats. Others believe South Korea and the US wanted to avoid provoking China.

The latest provocation, he added, only strengthens the resolve of the work with South Korea to maintain stability on the peninsula.

"We call on North Korea to refrain from actions that further raise tensions in the region and focus instead on taking concrete steps toward fulfilling its commitments and global obligations", he added.

"Our military strongly condemns North Korea for continuously conducting illegal provocative acts and are thoroughly prepared for any possibility of additional provocation", the statement said.

"I'm not sure North Korea sees our politics as being all that important for them. This includes our commitment to provide extended deterrence, guaranteed by the full spectrum of US defense capabilities", Carter added.

Warmongering Kim Jong-un flaunted his nuclear might after launching the long-range rocket on Thursday night, defence officials confirmed.

The lower estimate covers the whole of South Korea and Japan, while the upper range would include USA military bases on Guam.

The U.S. and China, which is the North's traditional ally and main trading partner, are now negotiating at the U.N. Security Council on tightening sanctions in response to the September 9 nuclear test.

In response to the threat from North Korea, the United States is adapting its force posture on the Korean Peninsula, Carter said.
